APEC 研究中心 APEC Study Center
我國自 1995 年起積極推動設立 APEC 研究中心。經多方研商，行政院院會於
1997 年 7 月 18 日通過「亞太經濟合作（APEC）研究中心設置要點」，正式設
立國家級 APEC 研究中心，中心業務委由台灣經濟研究院辦理，以整合我國對
APEC 相關議題之研究、教學、訓練及宣導等活動。
APEC 其他經濟體所設置的 APEC 研究中心，體質與功能角色不一。有些係單
純的學術機構，與政府、產業部門並無協調關係，且散置於不同的機構或學校
當中，未有效統整所有 APEC 相關研究與推廣活動。相較於此，ASC 具有以下
特點：
⚫ 獲得政府之全面支持，擁有大量資源進行我國各政府機構參與 APEC 之幕
僚作業。中心運作與政府在 APEC 的參與，時時同步，高度整合。
⚫ 集研究、諮詢、訓練、出版、推廣，以及國際交流合作等角色於一身，提
供政府相關部門全方位協助，觸角廣及國內外學術、智庫單位。
⚫ 兼為 ABAC 秘書處，密切支援我國企業界代表在 ABAC 的參與，為官方與
私部門之天然橋樑。
APEC Study Centers were established in 1993 as part of the APEC Leaders'
Education Initiative. Taiwan's APEC Study Center (ASC) was officially launched in
1997. The ASC is currently located in the Taiwan Institute of Economic Research
(TIER). It coordinates work related to APEC in the area of research, education,
training, and outreach. The Center also engages the private sector in the APEC
process. The main business of the ASC consists of the following:
⚫ Provide timely analyses and policy recommendations on APEC-related issues;
⚫ Establish a database relevant to APEC issues;
⚫ Organize seminars on APEC-related issues;
⚫ Publish technical reports and book series on APEC-related issues;
⚫ Interact with other APEC Study Centers;
⚫ Hold conferences and other forums to facilitate communications and exchanges
between the private sector, government officials and academia.
